Those who are in between 18-27 years who have passed 12 th can register for the recruitment process.
Age limit - 18 to 27 years (as on January 1, 2022).
Now you are 17 right..so you are not eligible.

The basic minimum eligibility criteria that candidates need to meet in order to appear for SSC CHSL is that a candidate must be aged between 18 and 27 years as of January 1, 2021, and should have passed class 12. Considering you are born in 2004, as of today your age will be 16 as of Jan 1,2021. So you won't be eligible.

My raw score in ssc chsl 2021 is 91. What will be my normalised score? shall I prepare for tier 2? I am coming under SC category.
Actually your normalized score depends upon the shift of your exam - whether it was easy, moderate or tough that decides how much your marks will add upon.
Sorry to say but your marks are bit low even if you come under SC category. Your score should have been atleast 130 + to expect of a good score after normalisation after referring to previous cut-offs.
I will suggest you to carry on your preparation for tier 2 and be prepared for it whatever the results may be. After the results you can start again for tier 1. This will give you an edge over others atleast for next attempt.

Starting salary of SSC CHSL ?
CHSL offers 4 types of work profile and the salary is dependent on the work profile. Now after the 7th pay commission applicability the post vs salary are provided below:
- Lower Division Clerk (LDC)/ Junior Secretariat Assistant (JSA): Pay Band- Rs. 5200-20200; Grade pay-Rs. 1900
- Postal Assistant (PA)/ Sorting Assistant (SA): Pay Band- Rs. 5200-20200; Grade pay-Rs. 2400
- Data Entry Operator (DEO): Pay Band- Rs. 5200-20200; Grade pay-Rs. 2400
- Data Entry Operator- Grade A- Rs. 5200-20200; Grade pay-Rs. 2400
This are the basic pay. Now the HRA in 7th pay commission for x,y,z cities are:
- X-cities: 24%
- Z-cities:8 %
**There are some deduction also occur such as Provident fund etc. After that the inhand salary is provided.
