In order to apply online for RRB JE 2020 exam, candidates must be ready with the following items:

Candidates first need to register in order to start off with RRB JE apply online process. To register, candidates must:
Visit the official website of their desired RRB region
Click on the rrb JE apply online link
Read the important instructions and click on the “New Registration”
Enter name, date of birth and parent's name, Aadhaar number, SSLC/Metric/ITI roll number, year of passing, mobile number and email ID
Cross-check the details entered and click on ‘submit’
A registration number and password will be displayed and also sent to the candidates registered mobile number and e-mail ID.
RRB JE Apply Online 2020 - Part I
After receiving the registration number and password, candidates must login using the same credentials. In order to login with the credentials, candidates must click on the “Already Registered” and enter registration number and password to proceed with filling the part I of the RRB JE application form. After logging in, candidate will have to fill the following details in the RRB JE 2020 application form:

RRB JE 2020 Apply Online - Part II
Selecting post preference - After filling paper I of the application form, candidates must proceed to paper II. In this part, candidates will have to fill details like exam group, set priority/preferences for posts as per the educational qualification, and the available post. Choose the mode of payment and pay the requisite application fee. The details about mode and payment gateway are given below.
Payment of RRB JE application form fee - After choosing the desired posts, candidates must choose the mode of payment and pay the requisite application fee as per their respective category.

RRB JE application fee can be paid in both online as well as the offline mode. To pay the online application fee, candidates must use Internet banking or debit/credit cards or UPI. Candidates must provide the bank details like beneficiary name, account number, and IFSC code.However, the offline fee can be paid through Bank Challan and Post Office Challan.
Choice of Exam Language - In case the candidate wishes to choose any other language other than English, candidates can select their desired language among Assamese, Bengali, Gujarati, Hindi, Kannada, Konkani, Malayalam, Manipuri, Marathi, Odiya, Punjabi, Tamil, Telugu and Urdu.
Uploading scanned image and signature and category certificate - Further, candidates have to upload the scanned image, signature and category certificate of the prescribed specification

Candidates belonging to SC/ST category availing Free Rail Travel, have to upload scanned copy of their SC/ ST certificates in JPG/JPEG format of size between 50 KB to 100 KB.
Final Submission: After filling all the details, payment of application fee, uploading image and signature, candidates must submit the RRB JE application form.
To make any modification in application form of RRB JE, candidates will have to pay the modification fee of Rs. 100. The modification fee will be applicable to all candidates including fee concession categories and this fee is not refundable for any category. For the candidates who wish to modify the community certificate or switch gender/category should pay Rs. 250.
Before filling RRB JE application form, candidates must meet the eligibility criteria determined by the exam authorities. Candidates have to meet RRB JE eligibility criteria on the basis of age and education qualification.

The national transporter, Indian Railways, is the biggest recruiter in the country. Every year Indian Railways announce lakhs of jobs for graduates, 10+2 and matric pass candidates.
The English will be the default language for the exam. Besides, the exam will also be conducted in Assamese, Bengali, Gujarati, Hindi, Kannada, Konkani, Malayalam, Manipuri, Marathi, Odia, Punjabi, Tamil, Telugu and Urdu.
Educational Qualification
JE Post: An applicant must have three years Diploma in Civil Engineering/Mechanical/ Production/ Automobile / Electrical/ Electronics/ Instrumentation & Control Engineering/ Control/ Tools & Machining/ Tools & Die Making/ Computer Science/ Computer Engineering or B.Sc in Civil Engineering from a Recognized University/Institute.
DMS: Applicants need to complete a three-year Diploma in Engineering from any govt. recognized university or equivalent.
JE (IT): Candidates must have PGDCA / B.Sc. (Computer Science)/ BCA/ B.Tech. (Information Technology)/ B.Tech. (Computer Science)/ DOEACC ‘B’ level course of three years duration or equivalent.
CMA: Degree in Science with Physics and Chemistry with minimum 55% marks.

You are not eligible because the diploma or degree in engineering is required in basic stream or sub streams which are combination of basic streams i.e mechanical/mechatronics/manufacturing/tools & machinery/civil/cse/computer science.Also they have mentioned in which stream diploma should be or degree should be.You can check here the exam with details of stream which are eligible
