Yes you can but before that focus on your graduation degree. You can do in sociology, pol science etc as these subjects will help you.

See UPSC conduct exams Like IAS, IPS, IFS, IRS, IES and many more...
For IES exam only engineering candidate eligible... and they can also apply for IAS/ IPS/IFS/IRS exam too...
Other graduate candidates can apply all UPSC exams except IES (becoz it needs engineering degree).
