The maximum relaxation given to OBC candidates is three years. As per the eligibility criteria of UPSC, to apply for the exam candidates should be between the age of 21 and 32 years as on August 1, 2018.

Yes, you are eligible to appear for UPSC CS/IAS examination as the Union Public Service Commission requires candidates to have passed graduation in any discipline. Candidates holding a Bachelor's Degree from an open university can appear for the exam.

This totally depends upon your convenience. If you are sure your English is good and you can understand questions in it then surely go for English otherwise Hindi. Doesn't matter what you opt English or Hindi. But I would say imporove English.
