Yes, of course. It depends on you. If you have fixed your goal and if you want to achieve it, you can prepare for it after doing any degree. B.tech. is not exception. Go ahead.

If I graduated from SOL can I appear UPSC exam for IAS??

Yes, you are eligible to appear for UPSC CS/IAS examination as the Union Public Service Commission requires candidates to have passed graduation in any discipline. Candidates holding a Bachelor's Degree from an open university can appear for the exam.

Dear student

This totally depends upon your convenience. If you are sure your English is good and you can understand questions in it then surely go for English otherwise Hindi. Doesn't matter what you opt English or Hindi. But I would say imporove English.
