Yes, you indeed can apply for CDS 1 OTA in 2023 considering your age. Here I am listing the eligibility criteria for CDS OTA.
The candidate must be single, widower, or divorced and have not remarried.
Tattoos are only permitted on the inside elbow to the wrist area, as well as the back of the palm. Any other tattoo will result in disqualification.
A minimum height of 148 cm is required for women.

Hope you are doing great.
See looking as per your DOB as well as year of the completion of your graduation , you won't be eligible for IMA , AFA OR INA. Because by the time you complete your graduation you will exceed the maximum age criteria.
But yes you are eligible for OTA with only one attempt that is too in the last year of your graduation. Because by the time you complete your graduation you will exceed the maximum age criteria which is of 25 years.
So overall it means you have only one attempt to give it a go for CDS.

CDS 2023 Eligibility Criteria:
An Unmarried male who is born between January 1994 to January 1998 ( aged between 20 to 24 years as on January 2023) is eligible to apply for the CDS 2023 Examination for gaining entry into the Indian Air Force Academy.
But yours is June 1998 which doesn't fulfill the eligibility criteria , so you can attempt the next one ,you will not be eligible for this time .

You still have time to clear CDS OTA examination. According to the rules the candidate should be between the age of 19 and 25 so , you still have attempts left.

UPSC conducts CDS examination and UPSC allows its candidates to give the examination by doing single sitting graduation. The exam just requires a bachelors degree and age criteria.
So yes , one sitting degree is eligible for CDS examination.
