You want to go in arts after 12th. So you can apply in DU for the same.

Admission will be based on merits and there shall be no entrance exam.

You should choose the course according to your interest and passion. If you want to go in civil services you should be determined to and self motivated to crack your exam. 

 

If you need a back up then if we compare BA and B.tech degree then B.tech have more scope
