If you do have the verified caste certificate and domicile certificate from Bihar, you shall be considered as a BIHAR state student. However, if you live in a different states for a period of, say 10 years or so, you are eligible for that states' domicile as well.

No matter what ever you choose in bsc but you should have 50% marks and in your degree or B.TECH but you should qualify the under graduate course that's enough and you should do a severe hard work for that it is not very easy with out hard

Both the branches have equivalent scope in their respective fields. As far as electronics and computer engineering is concerned, there are more core companies available for electronics branch than that of electrical branch. But at the end your motive is an IT company then both are equivalent.

Grqduqtion degree is not that important in learning UPSC exam, so go head with your own field ( science).
You can persue any degree but be and expert of your field. Your subject knowledge will difinitely matter.
