UPSC exam pattern for IAS is conducted in three stages. To become an IAS, you have to pass all the stages with higher ranks.

PRELIMS:

Paper 1: consist of history, geography, political science, economics and current affairs. This paper carries 200 marks.

Yes, you can pursue biomedical engineering. To become eligible for for the UPSC exam you must have completed graduation from any recognized university. It does not matter which stream you have completed your graduation, therefore you can apply for UPSC after your graduation.

First of all congratulations, and yes you can come to Delhi for Civil Services coaching but before that, you must know the UPSC Civil Services Eligibility Criteria.
