if you are taking any coaching from any particular institution then internet is not that mandatory, a mobile internet will be enough. but if you are preparing by self study than internet is really important as there are many good lectures are available on youtube. and you need to give many test series to crack exam. a jiofy or local internet connection will be good.

No, your graduation marks are not at all going to effect your ias or kas selections. For such competitive exams you only have to score above 55% in your graduation from any stream to appear for these exams.
Your final selection is based on the total marks of written exam (pre+mains)and Interview rounds only.
So, of you had score above 55% in your graduation then,don't worry about your graduation marks.
