Yes,
You can become. You have appear the exam and have to qualify it with good scores.
The exam is not easy but when you get concepts it's not hard. It may take time but you can crack it. So if that is your goal then prepare accordingly from now.

The minimum qualification for applying for UPSC examination is graduation and since you are graduated, you can apply for civil services.
