Hello. Definitely yes. According to the criteria you will have finish your post graduation first I.e., masters.

So you can appear for this exam even if your final result is still awaited . That's the consideration given by them.

For applying in UGC NET exam you should be a master's degree holders with minimum of 55% for unreserved and 50% for reserved category.

since you are Btech and mtech students so you are not eligible for ugc net .however you are eligible for csir net .and you have to appear in csir net exam .you can chose any subject from the list of subjects provided by the official website .try checking
