As per the eligibility criteria for SSC JE candidates are required to pass degree or diploma in relevant field of engineering as on or before 1st January, 2021 so if your exams aren't conducted, there is no way you can fill in marks details, and hence you cannot apply for this time, try for it after graduation that's the only way, the chances of your exams being conducted and results being out within the stipulated time period of application fill up is quite less, so it's better you try for next time.

Yes you can definitely apply for SSC JE exam.
SSC Junior Engineer 2020 exam will be conducted tentatively for 1650 vacancies in various government departments. Candidates will be recruited for Central Water Commission, order Road Organization, CPWD, etc.
SSC JE 2020 Eligibility Criteria:
Educational qualification
Degree or Diploma in Civil/Mechanical/Electrical Engineering from a recognized University or Institution
I think you can definitely apply because power engineering is a subset of Electrical Engineering.

According to the information provided in the SSCJE official site there are more chances off getting rejected your application form. It is clearly written that
"The photograph should not be more than three months old from the date of the publication of the Notice of Examination, and, the date on which the photograph has been taken should be clearly printed on the photograph. Applications without such date printed on the photograph will be rejected. "

The candidates should hold a diploma or engineering from a recognised university in respected field for applying to the post. The upper age limit is 32 years. The eligibility criteria differ according to the post you are applying for so please go through detailed notification before filling the form. you can do one thing reach out to helpdesk via mail id or contact number which will be available on official website. Give them your college or university name, they will be able to guide you further.
Most likely you will be asked to select delhi university.

according to notification candidate having degree ir diploma in civil/mechanical/electrical engineering and age having between 18 to 32 are eligible for appearing in SSC JE. In your case you did diploma in plastic technology which is not in the core branch list. So you are not eligible to apply for SSC JE.

I understand your situation and to come out from this problem you only have one solution - to contact to help line number of ssc je.
You can do two things here, firstly you go to the official site of ssc je in contact section where you'll find contact number then make a call there and speak your whole issue to them because they are the only one who can bring you out from this problem. Secondly, by the way this is the backup plan, you go to the official site of ssc je and note down the email id from contact section. And prepare a mail explaining your issue and send it to this email id.
I strongly suggest you to follow any or both the above steps as soon as possible before getting disqualified.
