There is no minimum percentage barrier to be eligible for NDA. You just need to qualify 10+2 from a recognized board for Army wing, and 10+2 with Physics and Mathematics for Air Force and Naval wing. Yes, definitely you can..State board candidates are also eligible for NDA exam.
The eligibility criteria is that one must have passed class 12 or equivalent examination from a recognized board.
For Air Force and Naval wings of NDA and 10+2 Cadet entry scheme at INA one must have passed

No. UPSC exam is the competitive examination for recruitment to Administrative, Police and various other services across India. Various services include Indian Police Service, Indian Foreign Services, Indian Railway Services, etc.

NDA is conducted by UPSC for recruitment to various divisions of Indian Defense like Army, Navy and Airforce wings

There are three sectors in NDA- Army, Naval and Air Force. For Army wing of NDA, cancdidate must have passed 12th from a recognized educational board. For Naval and Air Force, candidates must have passed 12th passed with Physics and Mathematics from a recognized Board. There is no percentage barrier

how can we give both exam NDA 1 & 2 simultaneously in 2020

It is not compulsory to give both NDA 1 and NDA 2 entrance exam as this exam is conducted twice just like JEE mains. If you couldn't achieve your goal in your 1st exam then you can attempt other one.
