Yes you can absolutely appear for the polytechnic exam to go on the journey of becoming IAS officer. After completing your polytechnic you must persue bachelors from an recoginzed university because to appear for civil service exam conducted by upsc you must have passed your bachelors in any stream . The minimum age limit to appear for ias exam is 21 years

You can study any degree from any stream of your choice. There is not such restictions or compulsions on degree specialization. But Arts or Humanities would be better choice because you can study History, Social Sciences, Economy, Polity etc in these streams. Knowledge in these subjects is useful for UPSE Examination. Graduation from Bachelor of Arts (BA) in any subject of your interest is preferred.

There are no such obligations you have to be a Btech in order to be a IAS. For UPSC CSE you need to be a graduate. You can be a graduate in any subject. So if you don't like physics and chemistry and if you have no interest in the subject then why will you waste your time. Instead you can go for a general course which will end in 3 years like BA/BSc/BCom after your 12th. That way you can learn your subject of interest as well as focus on the UPSC CSE preparations.

If you want to be q IAS officer then you should choose art's. Because you have to study for UPSC examination sociology, history, geography, life science, english so many subjects. Infact an engineer, a doctor also become a IAS officer. So the stream is not matter at all. You have to study well for the examination. Then you will be qualify the examination.

Here's stepwise explanation how you can become an IAS officer:-
*Complete 10th
*Take admission in 11 and then complete 12th.You can take admission in any stream i. e science,commerce, arts for 11 and 12th.
*Take admission in graduation in any discipline like BA, Bsc, Btech etc and complete it.
*After graduation you become eligible for UPSC civil services examination provided you are at least 21 years old
* Appear in UPSC civil services examination which consists of three stages listed below :-
*prelims exam :- it is objective paper and is of qualifying nature , so you just need to at least qualify it to be eligible for mains examination, the score /marks obtained by you in your prelims examination is not added up or used in your final merit. Your prelims exam consist of 2 papers: -
-) general studies 1
-) general studies II ( csat )
You get 2 hours for each paper
*Mains exam. :- it is descriptive /written examination . There are a total of 9 papers which are listed below:-
-) compulsory indian language.

-) essay
-) general studies I
-) general studies II
-) general studies III

-) optional I
-) optional II
*Interview :- After qualifying mains, you have to go through interview round, and it is more of test of your personality rather than knowledge.

To become IAS Officer you should have minimum Bachelor's degree.
Step Wise qualification for IAS Officer
1. 10 th standard from a recognised Board
2. 12 th standard or equivalent exam with any stream from a recognised Board.
3. Bachelor's degree in any stream from a recognised University or College. Students who are done with final examination and are waiting for results are also eligible to write the Preliminary Exam.
4. Write Civil Services Examination conducted by UPSE. It is conducted every year.
5. To recruit offers for around 25 services which includes IAS, IRS, IPS, IFS, Central Government services, allied Services etc.

Yes you will be eligible to write for IAS entrance examination since the eligiblity criteria says that student must have completed graduation from recognized university in order to be eligible for the exam.So the age limit says that the candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on 1 August of the year of examination.
