Both have different syllabus because requirements are different. Process selection is different. CDS wants strategists defence officers and Civil Service wants administrators.
Civil service is very difficult because it requires constant hard work for a year with the general knowledge of at least past 2 years. You can prepare CDS

Yes banking exam preparation is definitely helpful for IAS preparation.
It is not about average student preparing for it. You should the syllabus and paper pattern very well and then accordingly decide if you are interested to go ahead.

UPSC conducts civil services exam for the recruitment of candidates in Indian Administrative Service (IAS), Indian Foreign Service (IFS), and Indian Police Service (IPS).  IAS exam is conducted in three stages - prelims, mains and interview. Candidates who clear the prelims exam will be called for mains exam and interview.

The application date for civil service exams 2018 is not yet released yet. The notification generally comes in the month of Feb and expected is in Feb 2018 for Prelims.
