Yes my dear friend graduate degree is vital for writing paper. Without graduation you can't write upsc cs paper.

Yes, you can start your preparation you can manage the time for both the exams. You can make your time table according to your comfort. Don't overburden your studies as 11th class is very important.

In order to become IAS you have to appear for UPSC held Civil Services Exam.

 

You can check the eligibility criteria below

 

-You should be between age of 21 and 32 years as on August 1.
