First of all, this is to inform you that UPSC CS exam is such type of examination which you can crack through putting your devotion and hard work and does not really matter which stream you are coming from. But for better clarification, I would give you
The minimum eligibility to get a bachelors degree is 12th pass as you have not done the same so as per UGC norms you are not eligible for udergraduate programs. So I would suggest you to get admission your 12th first and then get admission in UG course.

In order to appear for UPSC Civil services you should be between age of 21 and 32 years. The upper age limit is relaxable for some categories including SC, ST, OBC and PwD.
