Well there is no any university in India which provide any coaching without charging a fee.
There are coaching institute who charge hefty fees for ias coaching.

Coaching is not a must, but a mentor/teacher is a must.

Before you apply any Academy for IAS with degree let me information you... UPSC demands graduation from recognized university/ college approved by UGC or AICTE. And if you do any degree or post degree from unrecognzed college/ university then you won't be applicable for UPSC.
