Hi Saket, 

you need to report to ARC which in this case is IAS bhavan I am presuming

first report there

and call the college authorities for the same 

It will help you in gaining in depth information

A graduate from any course can become a civil services officer. But, the students who have studied arts have slight advantage at it because they can opt for their BA subject as their optional subject in CSI examination.
