Well, Percentile is a relative term not an absolute and everywhere it has same meaning, anyone scored 100 percentile doesn't mean he has score 100% marks, it means he has defeated 100% percent students. since you get 85 percentile means you have beaten 85% percent student out  of total

There is no such comulsion of having minimum per centage in graduation for being able to appear for Civil Service Examinations. All you need is to pass the graduation in any stream from any recognised university or such equivalent qualification.The minimum age is 21years and maximum age is 32
