Yes you are eligible to write the IAS exam. the degree with 65% marks from any of the government recognised university is all enough for you to go for the exam.
The only thing you need right now is the approach to write the test. and the syllabus

What matter for being considered for UPSC is your performance in the Prelims, Mains and Final round of Interview. Your academic marks have no bearing for UPSC exam. Your performance in the UPSC exam is what determines your eligibility for the subsequent rounds and not your 12th or Graduation percentage.
