See its good to know that you want to prepare for ias civil service exam from a very early stage, you must know that to become eligible for ias exam you need to have a graduation degree in any discipline, since you are in 9th standard you need to pass 10th, 12th and graduation exam which is three stages to clear before Ias, however right now you can learn daily about current affairs, english grammers, synonyms, comprehension and any good books for current affairs , indian history.
It depends to which state you belong, as in different states the coaching institutes level differ. However , you can try for these institutes : Vajiram and Ravi IAS coaching centre Delhi , Plutus IAS coaching center Delhi , Shankar IAS Academy in Chennai ,
These are some top institutes , as you had not mentioned the state I suggest you to opt for the coaching institute which has a good track record , nearby your resident , good study material , has good faculties and have a good Mock test facility.
Hi Sakshi, First of all it really makes me feel proud that you are inclined towards UPSC and foreign education as well, that is you want to serve the society and the country by your knowledge and dedication. Coming over to your question , Yes you do have a chance to study abroad if you become an IAS Officer but there are certain conditions:
1. You will be getting 2 years paid leave. 2. You should have completed at least nine years of service (six years for officers of the North-East cadre). 3. Universities like Harvard , Princeton provide special courses for the IAS. 4. You will also be provided a handsome amount of stipend and sometimes even the government funds your entire further education. Feel free to ask any further queries, I will be glad to answer those.

You just need to be 21 years old having completed graduation in any discipline from a recognized university.You can apply for UPSC even in final year. UPSC doesn't discriminate amidst aspirants belonging to different discipline, people from different backgrounds have cracked this exam and continue to do so, eventually it's the preparation and strategy that matters.
You can also go through UPSC syllabus in order to choose your subject in graduation, if you're inclined towards humanities subject like economics, political science, geography etc, you can pursue the graduation in the same. In this way, you'll also find it easier when it comes to your optional paper in UPSC. But, inspite of the fact that UPSC is humanities oriented, people from different background have cracked this exam, and continue to do so, extra efforts for people beloning to background other than humanities lies in the fact that they've not studied usually humanities subject in their 10+2/graduation level but then that should't anyway discourage, as I said people from different background have succeeded in this exam.
It is the important decision to make the career path better. But, this decision will not decide your selection chances in Civil Services. As per my knowledge and experience, following things can be considered to choose the degree.
I will personally suggest you, don’t compromise your interest for this exam. It will definitely bring you down . Everyone knows that our background knowledge is utmost important.
Some peoples argue that doctor’s and engineer’s success rate is higher in the Civil Services. But, no one knows the actual reason behind it. They are cracking the CSE because they have the habit of study for long hours and they are already good at retaining the things faster.
Every degree has its own advantages and disadvantages. I have summarized it below, from my experiences.
Case - I: If you are going to choose humanities ( BA )
Case - II: If you are going to choose the Professional courses ( B.Com (http://b.com/) , BBA, etc.)
Case - III: If you are going to choose science ( B.Sc (http://b.sc/) , MBBS, Engg, etc.)
Availability of quality books , study material and proper guidance, the study environment around you, and your commitment is matters a lot. So, don’t be confused. Give your enough time to prepare then such questions will not arise in your mind. No matter what you do you have to study for the UPSC syllabus. Best Of luck!!!!!!!

IAS examination conducted by UPSC is the top level examination of India. The only eligibility to appear in the examinations is that you have to have a bachelor degree in any subject and the minimum age is 21 years (maximum age limit varies among different categories). So it doesn't makes a difference if you have any gap years in your educational life as long as you meet these above mentioned requirements. So YES you can appear for the UPSC IAS examination.
