Yes ECE graduates are eligible to apply for the post of electrical engineer post in all government departments but they should clear the competitive exam held by the department.
Even in PWD many Electronics engineers are working as Electrical & Mechanical Junior Engineer . Subjects of ECE and Electrical engineering is almost the same but ECE has more complex subjects than electrical engineering.

Since you have registered yourself with a changed name, your new name will be visible on the admit card. But keep in mind that your name has to be the same on your official government documents. Else it can create unnecessary problems during the further procedure of examination.

The education qualification requirements for SSC Junior Engineer is different for each post. As per the SSC JE 2022 Eligibility criteria the candidates who have passed 4 year B. Tech in Civil Engineering/Electrical Engineering/Mechanical Engineering and 3 year Diploma in Civil Engineering/Electrical Engineering/Mechanical Engineering are eligible to apply for various posts which will be specified in the SSC JE Notification. As you have graduated or pursuing Electronics and Communication Engineering you are not eligible to apply for SSC JE. you can change your branch in engineering through lateral entry.
EE :
EE is a core branch.
placements for this branch in India are in public sector. If you want to get job opportunities in core electrical companies like NTPC you need to crack GATE exam.
it is also called as most competitive branch
ECE :
ECE is not a core branch.
you need not to crack any GATE exam, as there are lot of opportunities for ECE in software field.
students of ECE are also eligible to work in Software industry.
there are lot of opportunities in private sector.
I suggest you to think twice before taking a decision to change from ECE to EE

After earning your Diploma in E&C Engineering, you are, in fact, qualified to take the SSC JE EC Engineering exam. You need to start by going to the SSC's official website. You must click for fresh registration there. Once your registration is complete, you must submit an application for the JEC Engineering test. You must keep in mind to finish your payment after submitting your application. No form will be accepted if the fee is not paid.

NO, you cannot give SSC JE exam, as the Diploma holders in mining field are not eligible to give SSC JE Exam. The Eligibility criteria to give SSC JE Exam says that Candidates should have B.E/B. Tech. Degree or Diploma in Electrical, Civil or Mechanical Engineering from a recognized university to fulfill the SSC JE Educational Qualification requirements.

There is not a matter whether you have taken any gap or not, you will be always eligible for any type of exams and admission.
As you are thinking to give the SSC JE exam so there also they don't care if you have taken a gap year or not. They might ask you during the interview these type of question but still that is not a big deal, you can simply explain your problem.
