As per your query , A Bachelor's degree in any field from an accredited university or institute with a minimum of 60% in mathematics at the 12th-grade level or A bachelor's degree in statistics is one of the degree-level studies in any field.  You will eligible for the exam.

The eligibility criteria for jso post in ssc cgl is

Bachelor’s Degree in any subject from a recognized University or

Institute with at least 60% Marks in Mathematics at 12th standard level; or

Bachelor’s Degree in any subject with Statistics as one of the subjects at degree level

So if you are graduated from any university with statistics subject like in b.com bba statistics taught as one subject you are eligible 12th marks doesn't matter.if you are only graduated you form can still be eligible for all other posts.

For the SSC CGL form, your passing year should be the year when you completed all requirements for your graduation, including clearing any backlogs. Since you cleared your backlog in 2023 and your final marksheet date is June 24, 2024, you should mention 2024 as your passing year .

This is because your degree is considered complete only when all subjects, including backlogs, are cleared and you have been awarded the final marksheet.
