Yes 3 year diploma in electrical engineering students are eligible for the UPPCL JE exam. Other requirements are, the candidate should be between 18 - 40 year old and must be Indian. Note that the duration of your diploma should be 3 years and not less than that.

You can expect only 1 or 2 basic computer question under general awareness section not too much knowledge of computer subject is required to clear UPPCL. you have to just focus your technical syllabus as it is of 150 marks.

Candidates who have passed 3-year diploma in Electrical Engineering by Pravidhik Shiksha Parishad, Uttar Pradesh or a diploma, equivalent thereto, recognised by the state government or Candidates who have passed 3 years All India Diploma Examination in Electrical Engineering conducted by the All India Council for Technical Education (AICTE) are eligible to give UPPCL JE. So yes lateral entry students are eligible to give UPPCL JE provided you have electrical engineering in diploma.
