For civil service exam you need to graduate as per eligibility criteria for exam
if you do m.a then it's not problem you go for it and make focus on subjects liks which is in IAS exam like history , political science, geography etc
and learn it you can go on upsc website download your optional subject previous year question papers and try to solve it
If you need more you go on byju's IAS ,vision etc website and attend sessions which is conducted by him

For IAS preparation, your consistency towards studies should be maintained properly.In IAS , there will be three stages of exam ... prelims ,mains and PI (Personal Interview). First clear prelims and mains . You must have to study hard to clear atleast these two level .

Yes , after your 10th you can definitely choose medical stream i. e PCB for your 10 +2 and then any course of your chouce for graduation if you want to become an IAS officer.
This is because,
to become an IAS officer you need to clear UPSC civil services examination and to be eligible for UPSC examination there is no compulsion to have done 10+2 in a particular stream , also there's no compulsion to be a graduate in a particular subject, all you need to be eligible is that you should be a graduate in any discipline , so you are free to do 10+2 and graduation in any subject.

UPSC point of view, choosing Arts stream for your 10+2 and graduation can be really helpful for your UPSC examination, this is because in Arts you will be learning subjects like history , polity etc which are a part of the UPSC syllabus so it will help you in your upsc examination. But if you choose PCB for your 10+2 , then you can choose your options open so that after 10+2 even if you want to mbbs ,you can. And after completing mbbs you will have back up so that in the worst you cannot clear UPSC, you can practice as a doctor. So, take your time and decide

UPSC civil services examination has 3 stages listed below :-
*prelims exam :- it is objective paper and is of qualifying nature , so you just need to at least qualify it to be eligible for mains examination, the score /marks obtained by you in your prelims examination is not added up or used in your final merit. Your prelims exam consist of 2 papers: -

You get 2 hours for each paper
*Mains exam. :- it is descriptive /written examination . There are a total of 9 papers which are listed below:-
-) compulsory indian language.

-) optional II
The compulsory indian language and english are qualifying in nature . You just need to qualify them. The marks obtained by you in these two papers will not be counted towards merit list.
*Interview :- After qualifying mains, you have to go through interview round, and it is more of test of your personality rather than knowledge.
So, if you manage to sail through all the three stages then congratulations you can become an ias officer depending upon rank obtained by you in UPSC civil services examination ,your preference of services and your category .

There is no restriction in terms of choosing any course for UPSC, if your only aim is to qualify this exam then perhaps with humanities stream you may have added advantage of being well acquainted with the subjects that are part of UPSC syllabus, but please do consider few things UPSC is highly competitive exam, it requires immense dedication, focus and perseverance to qualify this exam, hence you should also consider the fact that whether you want to have a back up plan or not, and it should be in accordance with your areas of interest, it's good that you're contemplating to appear for UPSC, to provide you an example many people from different field of engineering, medical, commerce, science gain experiences in their domain and then appear for UPSC, so you must take all these into consideration prior to making any decision about your graduation degree.

Generally UPSC tends to be more humanities oriented that is you have to study history, geography, polity, economics etc, and this is prevalent in your prelims as well as mains, however if this question is in anyway related to the optional subjects then Civil, Mechanical and Electrical Engineering are there, hence if you have any interest in any of these fields, you can accordingly choose your career, other than this you have to study a large part of portions that covers humanities subjects,
UPSC Civil Service Exam consists of three stages-
Preliminary: First Stage is MCQs based exam, it has two papers and each one consists of 200 marks,its numbers ain't added to final list, you just need to score the required cut offs against your category.
First is GS Paper-I which consists of the following topic such as History of India and Indian national movement, Indian and World geography, Economic and social development- sustainable development, poverty,inclusion demographics, social sector initiatives etc,Indian polity and governance-constitution,political system,Current Events nationally and Internationally, General Science,General Issues on environmental ecology,biodiversity and climate change. you just need to score the required cut offs against your category.
Second Paper is CSAT which is qualifying by nature,you need to score merely 33% which is 66 marks out of 200, it includes following topics such as basic numeracy, comprehension, logical reasoning and analytical ability, general mental ability, decision making and problem solving, interpersonal skills including communication skills.
Mains: This is a second stage which it's more of a subjective type, you are required to write answers for Four General Studies Paper such as
GS-I includes Indian Heritage and Culture,History and Geography of the World and Society,
GS-II includes Governance, Constitution, Polity, Social Justice and International Relations,
GS-III includes Technology, Economic Development, Bio-Diversity, Environment, Security and Disaster Management,
GS-IV includes Ethics, Integrity, and Aptitude
Two Optionals,
One Essay,
Two Language Paper
In total there are nine papers in Mains, and each paper is of 250 marks, total adds up to 1750 marks.
Interview : The two stages are further followed by personality test of 275 marks.
But, remember that irrespective of the stream you choose you will be eligible to appear for UPSC if you have done graduation in any stream from a recognized university as there are no barriers of belonging to any specific domain as such.
