The UPSC examination is held for jobs in the Indian Administrative Services. The minimum eligibility criteria for this examination mentions that the candidate should hold a valid Bachelor's degree. As the stream is not mentioned, you can do this Bachelor's degree in any field that you may like

I would like to inform you that for becoming an IAS you need to clear UPSC exam and eligiblity criteria for appearing in exam is that candidate must have an atleast one undergraduate degree from recognized university of india association.

If you are interested in graphic designing then you should go with science( Physics, Chemistry and Mathematics ) + Computer science/information technology as additional subject. Though you can join many graphic designing institutes without a science background, it will be a good idea to get familiar with geometry,
