Yes , You are eligible. The IAF Flying branch's eligibility is that you should have for Graduation + physics and maths in 12TH Standard. So if you apply for the AFCAT/CDS and mention your 12th NIOS qualification, nobody can challenge your eligibility.

Each and every exam for job prospectus or graduation is difficult. Depending on your interest and the career you wish to pursue. If you wish to go in Civil Services then UPSC, if you wish to be in research and sciences then ISRO Exam is the way to go, AFCAT is for Commissioned Officers in Flying, Ground Duty (Technical) and Ground Duty (Non-Technical) branches.
These all are somewhat mutually exclusive, that means if you prepare for one you might not have enough time or interest for the other. Incase you have a specific query about one of these exams. Please feel free to comment.

Since you are a pcb student, you are not eligible as the the students must pass their 10+2 with 60% with maths and physics as compulsory subjects.

Indian Air force conducts the AFCAT exam. Yes the diploma holders + engineering graduates are eligible to give AFCAT . The eligibility criteria for the exam is that you must have passed your 10+2 with minimum 60% aggregate in physics and maths also you must have completed your graduation in engineering from recognised university. So in this case only you are eligible. You are diploma holder plus you have completed your engineering graduation so you are eligible for the exam .

There is no limit on the number of attempts for answering CDS, NDA and AFCAT.

There is no limit as such to answer CDS and AFCAT exams. For CDS, if your age lies between 19-25 years and if you have completed your graduation, then you can apply for the exam. You can also apply during the final year of your degree if you complete 19 years by then. In other words, I would say until your age is under the limit as mentioned, you can give multiple attempts.
Also, for answering AFCAT exam, there are age limits for different branches. If you are a graduate student, your age limit is 20-23 years. Note that, you should have completed your graduation. You can also apply after completing masters degree if you opt to do higher studies. In that case, the age limit should be 20-25 years. Again, there is no limit to the number of attempts for this exam too.

According to your question and taking into consideration that you want to know about the eligibility criteria of the afcat exam and considering you are doing a bsc degree.
I would like to tell you that you have to score a minimum of 60% in your graduation degree to give afcat.
And the other thing is anybody can give afcat exam whether you do bsc or BTech.
You are eligible, provided you are under the age limit and have fitness by your side, since once you clear the aptitude/AFCAT Exam, you need to subsequently undergo SSB/Air Force Interview where you will be critically tested, and your age and fitness plays a great role in competiton with your peers.
