Most candidates do not realise that the IAS salary is a compilation of the basic pay plus a lot of perks and remuneration. Currently, the salary of IAS officer consists of Basic Pay along with TA, DA and HRA.
IAS 2020 salary is a sum of the following components:
Dearness Allowance (DA)
House Rent Allowance (HRA)
Travel Allowance (TA)
The computation of total salary of IAS = Basic Pay + DA + HRA + TA.The salary of IAS officers starts at the same level and then increases with their tenure and promotions. After selection, every IAS officer undergoes training at Lal Bahadur Shastri National Academy of Administration (LBSNAA). During the training period, the IAS officer is provided accommodation at LBSNAA, so HRA and the other perks like DA and TA are not paid.
Given that the basic pay at the time of entry level is Rs. 56100/- and no HRA, DA and TA are paid, the monthly IAS salary after joining will be Rs. 56100/- only.
There would also be some monthly deductions to IAS 2020 salary like income tax, professional tax or Central Provident Fund or Central Pension Fund (CPF) etc.
IAS officers provided with government accommodation and vehicles cannot claim HRA and TA. Their total salary will be computed as,
IAS Salary 2020 (without HRA and TA) = Basic Pay + DA + 0 + 0
At the starting level, the basic pay for an IAS officer increases 3% each year (for the number of years he/she remains Sub-divisional Magistrate (SDM)).
At the Cabinet Secretary level, the basic pay remains fixed.
At the start of their career, the DA is fixed at 0% for IAS officers and it increases with time.
DA increase is dependent on inflation. It is calculated as per Consumer Price Index (CPI) Level.
DA is revised on half yearly basis i.e. it is calculated in January and then in July every year.
Generally, the DA increases 0-14% each year at the entry level. But sometimes DA may touch 100% of Salary. For example, in 2016, Dearness Allowance touched 107% of Basic pay of government employees.
TA is given to meet various expenses related to travel.
If an IAS officer has been provided a vehicle by the government, then he/she cannot claim TA.
Thus, the monthly salary of IAS officer can range between Rs. 56100 – Rs. 132000 depending upon DA, HRA and TA.
The 7th pay commission has introduced a new Pay Matrix system. The pay matrix system consists of 18 horizontal levels.
These 18 horizontal levels take care of promotions.
The vertical range for each of these 18 levels takes care of annual increments.
The Junior Scale is Level 10 in the Pay Matrix.
The salary of an IAS officer at entry level will be based on emoluments recommended by 7th Pay Commision at Level 10 i.e Junior Scale. The starting salaries of IAS/IPS/IRS and all Group A Civil Servants are the same (Pay Level 10) and goes upto Pay Level 18.
